The Government promotes equal employment opportunities (EEO) in private sector employment through the Joint Equal Employment Opportunities Trust (EEO Trust). The Trust was established in 1991 as part of the Government's policy of "breaking down the barriers" to equal employment opportunities for people disadvantaged in the labour market. These people were identified as: women; Maori, Pacific Islands peoples and other ethnic minorities; and people with disabilities.
Definition of EEO
The Trust's work is based on the following definition of EEO as set out in the State Sector Act:
Equal employment opportunities programme means a programme that is aimed at the identification and elimination of all aspects of policies, procedures and other institutional barriers that cause or perpetuate, or tend to cause or perpetuate, inequality of opportunity in respect of the employment of any designated group of persons. back to top
Joint Equal Employment Opportunities Trust
The EEO Trust is a charitable trust established jointly by the Government and the private sector. The aim of the EEO Trust is the voluntary promotion of equal employment opportunities to employers as good business practice. The functions of the Trust include promoting the benefits of EEO practices; developing EEO resource material; and liaising with employer and union networks and tertiary institutions to promote the Trust's resources and services.
The Trust is membership based and receives subscriptions from both public and private sector organisations. The public sector Trustees are appointed by the Minister of Labour and the Minister of Women's Affairs, while the private sector trustees are appointed by the private sector members of the Trust. The EEO Trust is jointly funded from employer subscriptions and government contributions. Government funding is on a dollar for dollar basis with employer contributions. The Board of the EEO Trust consists of nine trustees comprised of equal numbers of senior executives from the private and public sectors and is chaired by a private sector representative. The public sector trustees are appointed by the Minister of Labour and the Minister of Women's Affairs.
