The NZ Industrial Relations Foundation's overall purpose is the promotion by education of better industrial relations within New Zealand.

The Foundation is an educational trust incorporated under the Charitable Trusts Act 1957. The Foundation was established in 1977 to mark the Silver Jubilee visit to New Zealand of Her Majesty Queen Elizabeth II and His Royal Highness Prince Philip. Since its creation, the Foundation has provided funding which has facilitated the acquisition and dissemination of knowledge and expertise within the New Zealand industrial relations community.

Five Trustees administer the Foundation. They are the Minister of Labour (Chairperson), the President and Chief Executive of Business New Zealand and the President and Secretary of the New Zealand Council of Trade Unions. Trustees are advised by a Steering Committee consisting of the Secretary of Labour or his nominee, the Chief Executive of Business New Zealand and the Secretary of the Council of Trade Unions. The Department of Labour's Workplace Policy - Employment Relations team services the Foundation.
